GALLIPOLIS - Gallia County Commissioners Thursday denied a petition by 21 residents of Harrison Township who wanted Smokey Row Road adopted as a county road.
In doing so, they followed the recommendation of County Engineer Glenn Smith, who said his department is responsible for too many miles of road already.
"At the present time, the county highway system is overloaded with mileage as compared to funding, and by accepting this road onto our system, a disservice to residents would be created," Smith said in a letter to the commissioners.
Gallia County has 457 miles of road to care for, more than all but seven of Ohio's 88 counties, Smith said. At one time, he said Gallia County received less money per mile than all but one of Ohio's counties.
In years gone by, Smith said past county commissioners added road after road to the county system as favors to their political allies out in the townships. As a result, the county garage is responsible for more miles of road than it can handle easily.
The county paving program, for instance, resurfaces only 10 miles of road per year.
"You can see how long it's going to take before all of our roads are resurfaced," Smith said.
As a result of Thursday's vote, Smokey Row will remain the responsibility of the three townships through which it runs: Harrison, Green and Walnut.
Harrison Trustee Ronald Slone said the cycle of freezing and thawing has played havoc with the road's condition.
"We've not had a bad winter as far as snow, but the freezing and thawing has torn us up," Slone said. "We'll get in there and do the best job we can do."
Residents who attended Thursday's meeting said they appreciated the fact that the commissioners took the time to drive the road last week.
"We visited the road and we understand the condition of it," said Commissioner Harold Montgomery. "We're not passing the buck, but the road is the responsibility of the townships right now."
Commissioner David Smith advised the residents to send a letter to each of the three townships through which Smokey Row runs and express the same concerns they relayed to the county.
Green Trustee Lonnie Boggs said the section of Smokey Row running through his township was in good shape until high water covered it this winter and caused damage.
In other road-related action, the commissioners accepted several bids for asphalt and limestone to supply the county garage for the year. The bids were broken down into various types of asphalt and stone, and several different companies were the low bidders on different types of material.
In total, the county awarded bids to three different companies to supply asphalt, and three different companies to supply stone.

Daniel Davis, 80, Succumbs

Daniel Davis, 80, who had been a farmer all his life, died in Holzer hospital at 7:30 P.M. Monday. He had been a patient there for five days. He was a resident of Rt. 1, Northup and was a member of Asbury Methodist Church and of the Patriot Grange.
He was a native of Gallia county and his birth date was Aug. 11, 1877. He was the son of the late David B. and Mary Griffith Davis. He was preceded in death by two brothers and a sister, Reese, John and Mary.
On July 25, 1903 he was united in marriage to the former Ora May Boggs, who survives. Children who survive this union are four sons and a daughter, Harry and Otis of Northup, Stanley of Vinton, Delbert of Bidwell and Mrs. Arthur ‎(Erma)‎ Rose of Patriot. Other survivors are a sister, Mrs. Leslie ‎(Rachel)‎ Siders of Gallipolis and fourteen grandchildren and nine great-grandchildren. He was preceded in death by a son Raymond and a daughter, Mrs. Frances Rose.
Funeral services will be held at 2pm. Thursday at the Asbury Methodist church. Rev. Earl Cremeens will officiate and burial will follow in Tyn Rhos cemetery under the direction of the Elliott-Sanders Funeral home. Friends may call at the late home afternoon on Wednesday and until the funeral hour.

Daniel Davis, 80, Succumbs
